Both offer territorial-style tax systems, relatively straightforward residency pathways compared to many Western countries, and are popular among entrepreneurs, investors and remote business owners.

But which one is actually the better option?

Having researched both extensively and ultimately choosing Paraguay myself, I wanted to compare the two from the perspective of someone who actually had to make the decision.

One thing that surprises many people is that the time required to establish residency is actually fairly similar.

For both Paraguay and Panama, many applicants can complete the process within roughly two to three months, depending on the pathway they choose and how quickly documentation is processed.

Historically, both countries have changed their immigration programs over time. Panama previously had the well-known Friendly Nations Visa, while both countries have introduced different investment and residency pathways over the years.

The important point is this:

From a timing perspective, neither country has a significant advantage.

If you're simply comparing how long it takes to obtain residency, I'd call this category a draw.

Cost: The Biggest Difference Between Paraguay and Panama

This is where the two countries begin to separate.

For many people, cost is the single biggest deciding factor.

Depending on the residency pathway you choose, establishing residency in Panama can involve a substantial financial commitment, particularly where investment-based options are involved.

By comparison, Paraguay has traditionally offered a much lower-cost pathway for many applicants.

When I compared the two, the difference wasn't just a few thousand dollars.

It was potentially hundreds of thousands of dollars.

That matters.

Even if you have significant wealth, I personally questioned whether I wanted to invest heavily in real estate before I'd spent meaningful time living in the country.

For me, Paraguay provided a much lower barrier to entry.

I could establish residency, spend time getting to know the country, learn how everything worked, and then decide later whether I wanted to purchase property.

Paraguay allows residents to establish local economic activity and comply with ongoing local obligations, which can support obtaining local tax documentation where appropriate.

Panama may require additional factors to demonstrate tax residency depending on your circumstances, such as spending significant time in the country and establishing genuine ties there.

The exact requirements depend on your personal situation and the laws in force at the time.

For me, Paraguay's approach was considerably more practical.

As someone running an online business, I valued flexibility.

I didn't necessarily want to spend more than half of every year in one country simply to satisfy residency requirements.

Being able to structure my life with greater geographic freedom was one of the main reasons I chose Paraguay.

Banking: Panama Wins

If that's where the story ended, Panama would win easily.

Fortunately, it doesn't.

The Workaround Many Online Entrepreneurs Use

Many international entrepreneurs don't rely solely on their country of residence for business banking.

Instead, they establish companies in business-friendly jurisdictions that integrate well with global payment providers.

Common examples include US LLCs or companies incorporated in jurisdictions such as Hong Kong, depending on the individual's circumstances and business model.

Those structures can make it much easier to access services like Stripe, Wise and other international financial platforms where appropriate.

This doesn't mean everyone should use those structures.

Far from it.

The right setup depends entirely on your tax residency, business activities and long-term goals.

However, it's worth understanding that Paraguay's banking limitations are not necessarily a deal-breaker for online business owners.

For many people, they're simply another problem that can be solved with the correct international business structure.

Which Country Did I Choose?

After comparing both options, I chose Paraguay.

Not because Panama is a bad country.

Far from it.

Panama has excellent infrastructure, stronger banking, a well-established expat community and many advantages that make it an outstanding choice for the right person.

But for my goals, Paraguay made more sense.

I wanted:

  • Lower upfront costs.

  • Greater flexibility.

  • A lower cost of living.

  • A residency option that aligned with my international lifestyle.

  • The ability to learn the country before making major investments.

Those priorities won't be the same for everyone.

That's why I encourage people to compare countries based on their own objectives rather than copying someone else's decision.
